wonder what it's like to live in Homs now. Running water? Electricity?

Depends on the neighborhood.

Activists have written and reported about lack of water, food, electricity.

They have gotten water from street (ruptured pipes) and from breaking into houses and finding water heaters.

Is there a reason they are shelling this particular part of the City. Do activists reside here? Can they fight back at all?

A week ago, Khaled Abu Saleh said that 800 families are still trapped by the regime.

The FSA is there, too.

Activists do reside there. They wrote about it just 3 days ago.

Does Bashar target particular families? Are his specific enemies that well known to him?

Cannot know that. There has been repeated shelling of buildings to destroy them, regardless of no occupants and no FSA.

It appears to be to punish them, break their spirit, will to fight back. Pure destruction.

Regime is sending message that their men have said repeatedly, "Assad, or Syria will burn."

In other words, bow down to the regime and shut up. Syrians have said, no.

Sounds irrational and likely unworkable. Can't see these kind of destruction buying a lasting peace.
